Department of Civil Law

(the name of the department or structural unit is indicated)

Our motto: The original lawyer is a civil civilian.


Our aim: contribute to the formation of a strong civil society, train mature cadres, educate civil scientists, studying international experience, research and develop various regulatory documents regarding the field.


Our partners: Ministry of Justice, Supreme Court, Intellectual Property Agency, Federation of Consumer Rights Protection Societies, other organizations and higher educational institutions of the republic.


Our responsibilities:

- Study, research and teaching such disciplines as "Civil Law", "Contract Law", "Roman Law" and "Law of Sports Contracts";

- development of students' skills of comparative, analytical and logical thinking in the indicated disciplines;

- providing young people with the opportunity to receive and teach on their own to ensure the harmony of theory and practice;

- study of urgent problems in this area;

- conducting research on the prospects, directions of legal regulation of relations in this area;

- development of approaches, concepts and theories aimed at the development of national civil law;

- Conducting research on scientific, theoretical and practical issues of civil law and preparation of relevant scientific developments based on their results.Наши предметы для преподавания:

Scientific potential

Currently, the department is implementing a fundamental research project "Improving the theoretical and methodological base for creating a legal mechanism to increase the attractiveness of the investment climate and reduce risks." Research is carried out within the framework of state scientific and technical programs.

In addition, the teachers of the department conduct research on the following topics: "Legal regulation of sports relations", "Improvement of civil regulation of computer programs and databases", "Legal regulation of industrial designs", "Issues of civil law regulation of the invalidity of contracts concluded persons who do not understand and do not control their actions ”,“ Issues of legal regulation of divorce relations ”.


In 2019-2022, the department published:

- 6 monographs;

- more than 100 scientific articles;

- about 10 articles in “Scopus”.

Also:

- International conferences are planned;

- 1 (one) republican scientific conference and round tables were held every day.

Our programs and projects: we are implementing a grant project entitled "Improving the theoretical and methodological base for creating a legal mechanism to increase the attractiveness of the investment climate and reduce risks".

35 scientific articles were organized, as well as 2 round tables and scientific seminars on the project of fundamental research "Improving the theoretical and methodological base for creating a legal mechanism to increase the attractiveness of the investment climate and reduce risks" under the leadership of Professor O. Okyulov. There were published 1 monograph, 1 textbook, 1 textbook, 1 dictionary of terms, a separate article in a collective monograph published in Russia, as well as proposals were made to the Ministry of Justice on the revision of the draft laws of the Republic of Uzbekistan "On investment activities". Also, textbooks have been prepared and introduced into the educational process.


Scientific schools and clubs:

The following scientific schools operate at the department:

1. Scientific school of Professor Imomov;

2. Scientific school of professor Okyulov;

3. Scientific school of professor Karakhodzhaeva;

4. Scientific school of professor Baratov;

5. Scientific school of professor Topildiev.

Purpose of Science Schools: Clubs aim to enhance the ability, skills and experience of legal staff (practitioners, young teachers and students) to speak and write fluently the legal language in the field of civil sciences.


The tasks of scientific schools:

- study speeches on a particular legal topic published in daily foreign and national media by organizing regular meetings;

- development of public speaking skills, study of legal rhetoric;

- analysis of some norms of substantive law adopted by the competent authorities;

- learn to listen to yourself from the perspective of "Who I am: yesterday, today and tomorrow", which contributes to personal development;

- analysis of the newly adopted civil legislation and their practice;

- analysis of judicial and prosecutorial search practice;

- study of written techniques;

- study of the methodology for the development and preparation of proposals for legislative initiatives;

- studying the techniques of writing scientific and creative works in the target, specific direction, development of developments;

- holding mutual master classes.


The following scientific circles operate at the department:

The purpose of the scientific circles: to help students engage in scientific activities, study current issues in the field of civil law, study civil law in depth and create opportunities for students who want to increase their scientific potential.


Tasks of scientific circles:

- Increasing the level of knowledge of students in the field of civil law;

-Active involvement of students in scientific work;

- Creation of conditions for scientific cooperation of students and teachers;

- Study of topical issues of civil law, changes in this area, the application of judicial practice and norms;

- Comprehensive development of the professionalism of the club members.


Teaching staff:

There are 18 professors and teachers (full-time and part-time) at the Department of Civil Law. Of these, 6 doctors of legal sciences, 8 candidates of legal sciences, 3 independent researchers and 1 doctoral student (5 professors, 1 acting professor, 7 associate professors, 1 associate professor, 4 teachers).

Our teachers constantly work on themselves, improve their qualifications and knowledge with foreign colleagues, share their experience. In addition, various seminars and master classes are organized with experts.

The teachers of the department are the authors of 10 textbooks, 6 monographs and 4 textbooks. (exact number displayed)


Our staff:


Imomov Nurillo Faizullaevich Head of the Department, Doctor of Law, Professor.    He defended his doctoral dissertation on "Legal status of new varieties and breeds as an object of intellectual property" (in Uzbek) (2012). Author of about 100 scientific articles (in Uzbek, Russian, English and Japanese), 8 monographs, textbooks, teaching aids.  In 2015 he was awarded the badge “25 years of Independence”. Since 2017 he has been working as the head of the Department of Civil Law.

 

Okyulov Omonbay – Doctor of Law, Professor of the Department. He defended his doctoral dissertation on "Legal status of intellectual property" (2000). Author of over 300 scientific articles (in Uzbek, Russian, English and Japanese), over 20 monographs, over 20 textbooks, expert of the Legislative Chamber of the Republic of Uzbekistan, member of the Expert Council of the Supreme Court of the Republic of Uzbekistan. In 2012, by the Decree of the President of the Republic of Uzbekistan, he was awarded the "Shukhrat" Medal, in 2016 he was awarded the title "Honored Lawyer of Uzbekistan". Has been working at the Department of Civil Law since 1996.

 

Borotov Mirodil Khomudzhonovich – Doctor of Law, Professor of the Department.

In 2008 he defended his doctoral dissertation on "Legal and practical problems of state participation as a subject of civil law relations."  He is the author of over 200 scientific articles (in Uzbek and English), over 17 textbooks, over 15 textbooks. He has been working at the Department of Civil Law since 2013.

 

Topildiev Bakhromzhon Rakhimzhonovich - Doctor of Law, Professor of the Department.   

He defended his doctoral dissertation on "Improving the property trust agreement" (Uzbek) (2020). He is the author of about 100 scientific articles (in Uzbek, Russian, English), 4 monographs, textbooks, teaching aids, teaching aids. Since 2006 he has been working at the Department of Civil Law. 

 

 Karakhodzhaeva Dilorom Mamirovna Doctor of Law, Professor of the Department. She has been working at the department since 1989. Author of over 200 scientific papers. These are: 7 textbooks, 3 monographs, 7 textbooks, more than 10 brochures, more than 30 teaching aids, a number of comments on laws. She defended her doctoral dissertation on the topic "Problems of development and improvement of legislation on property rights of legal entities in the Republic of Uzbekistan".

 

Babaev Zhagongir Ismailbekovich - Candidate of Legal Sciences, Associate Professor.

He defended his thesis on "Problems of consumer rights and responsibility for their violation" (2005). Author of over 30 scientific articles (in Uzbek, Russian), 1 monograph, 4 textbooks, brochures, teaching aids, teaching aids. He was awarded with the badges "Ten Years of Independence" and "Twenty Years of Independence".

 

 Burkhanova Leyla Maurisovna - candidate of legal sciences, associate professor. In 1990 she defended her dissertation on the topic "Theoretical problems of reconstruction and further development of the Soviet Union." She is  Author of over 100 articles in Russian, a number of textbooks and teaching aids. She conducts lectures and seminars on civil law. Since 2018 she has been working at the Department of Civil Law.


 

 

 



Musayev Elbek Tayufovich - Candidate of Legal Sciences, Associate Professor.  Since 2017 he has been working at the Department of Civil Law.  He defended a thesis on "Credit relations in the system of cooperation" (1992).   He conducts research on "Legal regulation of sports relations"

 

Sharakhmetova Umida Shoakbarovna - candidate of legal sciences, associate professor of the department. She defended her thesis on "Problems of improving legislation regulating non-compliance with the conditions of marriage" (2009). She is the author of over 50 scientific articles (in Uzbek, Russian), monographs, textbooks, commentaries on the Family Code of the Republic of Uzbekistan. Since 2006 she has been working at the Department of Civil Law.

 

 Inoyatova Sohiba Fozilovna - Candidate of Legal Sciences, Associate Professor of the Department.

She defended her Ph.D. thesis on "Procedural mechanisms to ensure the legality and validity of the arbitration court decision." (2010) She is the author of more than 50 scientific articles, monographs, textbooks, teaching aids, teaching aids, comments on the Civil Procedure Code of the Republic of Uzbekistan. Since 2013 she has been working at the Department of Civil Law of the Tashkent State University of Law.

 

Mekhmonov Kambariddin Miradkhamovich - Doctor of Philosophy in Legal Subjects (PhD), Associate Professor of the Department. She conducts research on the topic "Improving the civil law regulation of computer programs and databases." She is the author of about 50 scientific articles (in Uzbek, Russian, English), 1 monograph, textbooks, teaching aids, teaching aids. She has been working at the Department of Civil Law since 1998.

 

Babazhanova Dinara Islambekovna - Senior Lecturer, Doctor of Philosophy in Legal Subjects (PhD). She conducts research on the topic "Family legal regulation of the forms of placement of children deprived of parental care." She conducts seminars on civil law, family law. Since 2014 she has been working at the Department of Civil Law.


Egamberdiev Eduard Khadzhibaevich - teacher of the department. He is a doctoral student at Karakalpak State University. In 2012, Berdak and a presidential scholar in 2014. He conducts research on the topic "Improving the legal framework for divorce in the Republic of Uzbekistan." He conducts lectures and seminars on "Civil Law" and "Family Law". Since 2019 he has been working at the Department of Civil Law.

 

Satvaldieva Yulduzkhon Katamzhon qizi - teacher of the department.  Since 2020 she is  an independent researcher.  She conducts research on "Legal regulation of industrial designs".  She conducts seminars on civil law. She has been working at the Department of Civil Law since 2017.

 

Yusupov Zhasurbek Melsovich - teacher of the department. Since November 2020 he has been working as a teacher at the Department of Civil Law. He knows foreign languages perfectly. He conducts seminars and lectures on Civil Law

 

 Usmonova Muniskhon Yuldosh Qizi - teacher of the department.  Since 2020 she is an independent researcher. She conducts research on the topic "Issues of civil regulation of the invalidity of contracts concluded by a citizen who does not understand the importance of his actions or cannot control them". She conducts seminars on civil and family law.  Since 2019 she has been working at the Department of Civil Law.
