Department of Constitutional Law

Our goal:
To become one of the world's most prestigious universities in the field of constitutional law, employing leading scholars and training professionals of international caliber. Additionally, our efforts focus on developing and utilizing educational materials on constitutional law and related subjects that meet international standards.
We strive to conduct a comprehensive study of constitutional law processes in our country, the world, and civil society, while also examining international experiences in this field. Additionally, we focus on researching and developing various regulatory documents related to constitutional law.
Currently, we collaborate in this direction with the chambers of the Oliy Majlis of the Republic of Uzbekistan, the Constitutional Court, the Central Election Commission, the Ministry of Justice, law enforcement agencies, non-profit organizations, and higher educational institutions across the country.
Our Tasks:
· Analyzing changes in the Constitution and legislation of Uzbekistan;
· Developing proposals for improving the legislation of the Republic of Uzbekistan;
· Organizing scientific conferences, crowdsourcing initiatives, and round tables;
· Examining the constitutions of Uzbekistan and foreign countries;
· Preparing textbooks, teaching materials, and scholarly articles;
· Arranging student visits to government institutions;
· Collaborating with foreign universities and research centers;
· Participating in international projects on constitutional law.
Our Majors:
The department offers courses in 13 subjects, including nine at the bachelor's level and four at the master's level.

In 2025, the department published 58 articles in scientific journals included in the UAC list, including 15 in international journals, 24 at international conferences, 8 articles in scientific journals included in the SCOPUS database, 3 textbooks, 28 educational manuals, 5 monographs.
As part of its international cooperation efforts, the department collaborates with foreign universities ranked among the top 1,000 in prestigious rankings such as the Quacquarelli Symonds (QS) World University Rankings, Times Higher Education (THE), and the Academic Ranking of World Universities (ARWU).
Notably, Professor Pablo Cortez from the University of Leicester, UK, and Professor Ignacio Hernandez, a researcher at Harvard University, deliver distance-learning courses at the Department of Constitutional Law. Additionally, the department actively engages in joint initiatives with Nagoya University. Since 2021, Associate Professor F.Umirov from Osaka University has been teaching "Constitutional Justice" to students.
Our programs and projects:
The Department has established cooperation with the Legislative Chamber and the Senate of the Oliy Majlis of the Republic of Uzbekistan, the Cabinet of Ministers of the Republic of Uzbekistan, the Constitutional Court of the Republic of Uzbekistan, the Central Election Commission of the Republic of Uzbekistan, the Prosecutor General's Office of the Republic of Uzbekistan, the Ministry of Justice of the Republic of Uzbekistan, the Academy of Public Administration in the field of education, Science and Legislative Improvement. Teachers of the Department of Constitutional Law took an active part in the development of the Law of the Republic of Uzbekistan "On the Constitutional Court of the Republic of Uzbekistan" in a new edition and election codes.
The Department has also established cooperation with universities in the country, such as the University of World Economy and Diplomacy, the Academy of Law Enforcement Agencies of the Republic of Uzbekistan, the University of Public Security of the Republic of Uzbekistan, the Academy of the Ministry of Internal Affairs of the Republic of Uzbekistan, the International Westminster University in Tashkent.
To date, the main staff of the department includes 5 professors with academic degrees (5 doctors of Sciences), 2 acting professors (2 Doctors of Sciences),1 associate professor (Doctor of Philosophy), 3 senior teachers (1 Candidate of Sciences,1 Doctor of Philosophy), 5 associate professors (5 candidates of Sciences),9 teachers.Head of the Office of the Prosecutor General's Office of the Republic of Uzbekistan Alisher Makhmudov, Deputy Speaker of the Legislative Chamber of the Oliy Majlis Rahim Khakimov, Deputy Ombudsman of the Republic of Uzbekistan Bekzod Narimanov, Head of the Legal Support Department of the Legal Organizational Department of the Ministry of Internal Affairs Sakhipjamal Dzholdasova work at the department.
Teaching staff:
Our teachers are constantly working on themselves, improving their skills and knowledge with foreign colleagues, and exchanging experiences.
Currently, the department employs 7 professors and 2 associate professors, 4 senior lecturers, and 9 teachers. In addition, qualified teachers and practitioners based on internal and external location are involved in classroom activities.
62 independent applicants and 1 doctoral student also participate in the educational and methodological process.
